EDFL Club Umpire Policy

Pre-Match
  • Club umpires must be presented with two footballs and both team’s team sheet prior to the match commencing.
  • Club umpires to attend both team’s change rooms before the match for the away captain to choose the match football and to check for jewellery
During the Match
  • Club umpires will have the authority to lay a report when a reportable offence (outlined in the AFL Laws of The Game) occurs in a match they are officiating.
  • If a reportable offence occurs the following will occur:

  • The umpire will inform, or attempt to inform, the infringing player that they have been reported as soon as possible
  • The umpire will inform, or attempt to inform, the infringed player of the report as soon as possible.
  • The umpire will take down notes of the reportable offence for use if the report is to be dealt with by the tribunal or other process, as determined by the CEO.
  • The umpire will be able to send a player off with a yellow or red card if a reportable offence has occurred and both club umpires agree that the player should be sent from the field.
  • The same rules will be in place for yellow and red cards as would apply if a league appointed umpire were umpiring the match.
  • The umpire will not be able to send a player off with a blue card
Post-Match
  • Clubs will be given a log in to the EDFL Matchday Paperwork so that club umpires are able to complete the matchday paperwork.
  • Reports will be submitted through the club umpire report Google Form which will be circulated to clubs
  • All reports made by club umpires must be referred to the CEO who shall determine how the report should be dealt with. There will not be the option for a Club Umpire to offer a set penalty.
  • Club umpires who have made a report will need to attend the independent tribunal on Tuesday nights at 7pm if the report is referred to the independent tribunal.
Notes:
  • Yellow Card: A yellow card is shown for a reportable offence that would normally be offered the option of a set penalty (generally less severe offences). The player is sent off the ground for 15 minutes and can be replaced immediately by another player.
  • Red Card: A red card is shown for a reportable offence that would normally have to be heard at the tribunal (generally severe offences). The player is sent off the ground for the remainder of the match and can be replaced immediately by another player.
